Early this month the Lords' Council passed a new social-economic system of laws that legalizes slavery in Pherin. A decision that was said to split the council though found a majority of votes to win - the High Lord did not vote or veto this law. The decision for this law came result of the number of prisoners being taken in the war with the Kyrstinaw Queendom, the number of Pherics involved in the war whose lands are being untended, the increasing number of debtors and criminals, and the need to produce larger amounts of food to both feed the population and the war-effort. The following are the specifics of this system:
Chattel slavery is the absolute legal ownership of a person or persons, including the legal right to buy and sell them. Only land owning Free Citizens of Pherin may own, buy, sell, and trade slaves within the nation of Pherin. Slave Traders and Hunters must be openly identifiable to the general public by some means, i.e. a tattoo upon the forehead. Local authorities may decide whether or not to permit slave trading within their area, though they cannot attempt to claim slave trading as illegal in their area unless done so illegally and without permission.
Slaves cannot leave their owner or the territory of their owner without explicit permission (they must have a permit, signed and marked by their master, to leave), and they will be returned if they escape. All Slaves must be marked with a slavery mark in some manner to help identify them, i.e. a tattoo of two black or white chains on their shoulder. Local authorities within Pherin must abide and assist Slave Masters in recovery of their slaves as stated here or face penalty for interfering with recovery of property and potentially harboring a slave illegally.
Slaves are from the following groups: Prisoners of War, Petty or otherwise minor offense Criminals, Debtors, or Deadlanders (excluding banished sorcerers).
Slaves are not permitted under law to own the following: a surname, weapons, land, livestock, title of citizen, citizen rights – as these are what defines a free person. If a Slave ever attacks a Citizen, the slave may be slain on the spot, if the need was to arise, and the Master is held responsible for any damages. Any children born to a woman in slavery become the property of the mother’s master.
Slave Auctions are to be held regularly in the areas that permit them to be held. Families that are enslaved are to be kept together if at all possible, special discounts for groups are to be offered – if noted, the government will give a slight tax break to both the Slave Trader and the buying Master. All slave trade interactions must be documented and a copy of these records given to local officials for record keeping purposes.
